The formal warning identifies Wonder Play Company N.V. as the provider of the BetWhale service. It says the service was available at betwhale.ag during the investigation. What the investigation found

ACMA recorded that BetWhale offered casino-style games of chance or mixed chance and skill played for money, betting services and in-play betting. It found the service had an Australian customer link and that the provider was not licensed by an Australian state or territory to provide regulated interactive gambling services to Australians. The warning concludes that prohibited and unlicensed regulated services were provided to customers physically present in Australia.

What a formal warning does and does not say

The warning is an official enforcement record, not a user review. It supports the stated legal findings and the fact that ACMA issued the warning. It does not say that every person used every product, that each balance was withheld, or that a named individual suffered fraud. Those propositions would need separate evidence and must not be inferred from the warning.
